I came to my own conclusion that how one logs in is determined by how long you've been in game to date.

I've heard some players taking an hour while attempting to log in when others logged in way before that with only a few attempts.

I've also had my computer crash on me and was able to log in after a few minutes of being in a catch, while others log in later saying again they tried for an extended period of time.

I can only guess that the more time you spend in game the longer it will take for you to get access.. When the message says the worlds are full, this may be false and is only to deter clients from getting upset due to a time limit is being introduced when playing the game.

This would make sense as it would give equal allotted time in game to all customers.

Yes, the worlds may be full, but only to priority of those who've played and yet to play.

If only they would give us this info so we can plan accordingly and not have to button bash to log in.. but then again.. it's a business decision that someone has offered.

I wonder if the employees are taking up clients server space and is enjoying the game knowing that the sooner they log out.. the easier it is to log back in when ready to play again?
