This tells me that they are adding new servers and moving the duty finder servers into smaller groups to ease the congestion, I think you misunderstood, where did they say they were increasing individual server capacity up from 5000? That was the post i was looking for

1017 and the queue system were implemented after the launch weekend because of the stress on the duty finder system and all the problems that popped up there. They started limiting server populations more strictly than they would otherwise. If they remedy the duty finder problem there should be little reason for 1017 and the queue to stick around. Add on that those that have just started playing and haven't invested much time into the game and are tired of congested servers may feel motivated to move to the fresh servers and free up space elsewhere.
