Opening Movie, why is the top half of the screen cut off?

Not the movie you watch when you create a character, but the one you can select to re-watch from the menu before character select. The original time I watched it and all subsequent attempts this is how it looks:

It looks like that because you haven't run windows update lately.
There is a specific windows update that caused the issue and another that fixed it.

Run windows update manually, and also check if you have hidden any updates.

Do you know which windows update in particular? Because there are ones that I didn't update for Internet Explorer for example because I don't use that buggy, security hole ridden PoS of a browser.

It's not an IE update at least.
Which you should install anyway as various programs use IE controls even if you don't use IE directly.
