so as you can see here they are putting login restriction, ie preventing people from loging in to the server to prevent it from reaching cap. and then they will raise or lower it as they need to, they know when the duty finder will break so they put a cap that is with in limits of that so the duty finder doesnt break. its not a hard concept guys to understand.
which has absolutely no meaning with the fact that the servers hold 5000 people, and are full. It's the logins they are artificially restricting, not max connections possible to a server.

edit - that reads to me as the reason some people see a 47 queue, and others see 200, while yet other see no queue at all and just get "1017 world full"
