    So there are several servers. one for the lobby (start menu) one for the login servers(character screen) and then one for the actual world. When the world is full or near full you get placed in the queue when that system is full you get the 1017. when the login server is full you get the cant load NA/EU servers. When lobby is full you get greyed out start menu. or 2002 error.
