Cycling Party Members /w Toggled Crossbar

Back in phase 3 it was possible to do this, which was a real boon for healers. You could keep your L2 or R2 crossbar toggled, and then use the d-pad to cycle between party members SO LONG as you kept the up and down arrow slows blank.

I know someone who would desperately like to return to this style. Can someone walk me through the steps to configure this, if it is still possible somehow?

i dont get it. in the character config options they have target filters for going thru but when i enable them and assign the keys for those toggles it just says its disabled and can be enabled in the character config.

its relly annoying having to click on the players name or character. sometime i will click on there name and it wont register the selected player.

did something get forgotten to be put back in?

Single bump in hopes of an answer. I can't find a way to cycle through non-enemy targets when the x-bar is toggled.
