Your issue is not a hardcore vs. casual gamer issue. There's no reason that hardcore gamers would know about the blacklist. Nor is there any reason that hardcore gamers would give you a hard time for not knowing about the blacklist.
The answer to your question is yes, I think that person can still check out your character profile on Lodestone. The stuff that's posted on Lodestone is public. You don't have to have a game account to view it. So even if the player was barred from viewing your stuff on Lodestone, he could just log out of his player account and be able to view it.
But I don't see why that should concern you. Your personal information is not listed anywhere on Lodestone. That person can't communicate with you. If he continues to grief you, report him to a GM.
