Good luck with that. I've been getting the error about not being able to load the JP server list just as often as the NA/EU list. I have a feeling there are a lot of NA/EU players on the JP servers that aren't taking their character seriously because it's just a temporary place for them to play until the NA/EU server issues are resolved. It's not necessarily true that the JP players get better service, you have to keep in mind the time difference. During the week there is very little overlap of JP and NA play time, so when our servers are slammed, theirs are relatively empty. But on the weekends there is much more overlap and all the servers get slammed.
My advice: about 2 minutes before the top of the hour start trying to get in, and repeat every 30 minutes. I played all day yesterday and we noticed people were able to log in in waves, and it seemed like it was always on the hour and half hour, almost like the servers were only allowing people to log in for 5 minutes, then went back to giving the "World is full" error, regardless of the state of the server.

I agree with Kerelidd. I see the same thing 3-5 people log in at the same time in my free company channel. The only thing is yesterday the NA server were all down as far as I could tell for aprox 18 hours.

The servers were up after the brief maintenance in the morning. I stayed logged in for over 14 hours yesterday and there were a LOT of people on all day. The servers are overwhelmed, of course, but if you get lucky with your timing then you can get in.
Pretty much this. If you were trying to log into JP server during JP peak time, you'd be getting the same errors (Japanese blog posts on lodestone are complaining about not being able to log in.
It's actually true. I'm on a NA server, but I live on the other side of the world. I've never had any login problems, except one time I had to wait in a queue of 7 people. It's all about when you're trying to play.
It's alternating JP and NA/EU lists. Seems like a major design failure on the network architecture....
