To: OP: I want you to research the word "fatigue" in the FFXIV world. They used to have something similar to what you are suggesting. It failed miserably. They won't make that mistake again, I assure you.

ahaha nono im not talking about a perm thing. Im talking about temporary solutions here. Ways we can get through the 1017 then Lost connection to lobby server, then Cant connect to EA/NA lists PAUSSSEEEEEEEEEEEEEEEE 1017 and repeat. until they add the servers.

The only way to fix it is to upgrade. I don't think you are thinking about the consequences of such a restriction. Something like what you suggest, albeit temporary, will turn away a majority of current and future players.
