Players will only be able to do one of the 3 listed below. they are confirmed as "hometown" quests, meant to be accessed as early as level 18, in part to introduce a brief airship tutorial.

Ok given that I am now missing 3 total quests out of the new lists

2 of them are hometown quests, which leaves 1 left

Its given by the same NPC you enter Ifrit 30 BCNM from. Oh thats also a pre-req for this quest also (its in the patch notes even).
