Washed Up/Further Afield

Steps:
1. Accepted the "Washed Up" main scenario quest from Staelwyrn @X25-Y17, which requires me to speak with five Slacking Yeoman NPCs (their names vary).
2. At this point the "Further Afield" main scenario quest was also available from Gurcant @X25-Y17. I accepted it from him.
3. The NPC near the bottom of the ramp in Summerton refuses to appear.
4. I kill five mandragoras and compete the "Further Afield" quest.
5. I find the other four NPCs for "Washed Up."
6. The fifth NPC still will not appear.

I don't know if it's because I did the quests out of order or what, but now I'm stuck on "Washed Up."
