    That may be easier then you might think, most commands start with "/" or some other symbol to differentiate from speech. it may be easy to indicate that the afk timer will ignore these commands as they will not indicate play or non-play. Put up a message that states you will be kicked in 1 minute for afk, and if they don't jump/move or otherwise engage the game like any other MMO then it kicks them. That not only helps combat botting, but also allows login.

    *edit* Option 2:

    2nd option would be to ignore actions and base afk off of movement and/or jumping.
