lmfao well there is a certain quest past horizon if i remember correctly (go past the water area and you will arrive in another section where just past the entrance you will see a person sitting on a bench, NOT THE DOCKS) talk to that person and they will ask you for an orange juice which can be obtained at any market place that sells food items. Then just give them the orange juice and then look in yourabilities and add the ability to Dye to your hotbar

Edit i dumbed this down a bit cause im tired and lazy if you get lost just ask someone in game where the quest is for dying clothing in uldah. If you didnt start in uldah however you will have to wait until you can travel to it before being able to do the quest.

Gridania would be the correct spelling i believe and yeah if you started there you will have to wait until you complete your main lvl 15 quest before you get to travel to the other regions of Eorzea

That's correct, but a little extra bit of info - the npc for this quest is a roegadyn lady sitting on a bench next to the statue at Vesper Bay on the far western coast of Western Thanalan (she's easy to spot on account of her brightly yet mismatched coloured clothing ). However, the quest is only available at level 15 and above, so if you're below this level then you'll have to wait I'm sorry.

You can walk to the area (south area of Gridania links to Thanalan iirc) if you really want to but getting to lvl 15 is probably faster.
