[dev1026] Claming system is broken.

RMT is not like a real player they hack. FFXI system works by hate then they added 10secs before you can attack a mob and if a mob would attack you if they just pop you have 10sec to leave before he see you and attacks. I know this very well because i remember it from playonline when they update it.

this isn't the case with 14. If I'm solo camping a mob with no one else around, I can easily claim as soon as it pops.
