    Which servers have currently low population and not having login issues?

    As far as I know, none. Every server is locked and you can't make new characters and is having login issues.

    That's funny, I could create a new character and choose between most NA/EU servers this morning (bar 4-5 greyed out) and login without a hitch.

    Restricted servers are updated on the fly throughout the day. Login early and see for yourself.

    I had a friend create a character using the ps3 client. I suggested that to a FC mate who's friend was having issues on the PC client, tried it on the PS3 and it worked that way. It came up with a message that the server was not accepting new characters but they hit okay and still created one.

    Indeed you are correct. Yoshida mentioned restriction are performed on peak times and constantly re-evaluated to be removed at certain times.

    I was checking just now and the only server that is allowing to create characters is Cactuar.
