    On a keyboard (PS3 or PC) you can press Alt+H to shout either before you start talking or anytime before sending the message.

    See that little chat bubble next to the chat bar? Click and change mode. But it wont stay default.. idk whats easier for you to use.

    Glossary of Text Commands

    After looking at each of the chat types, Shout is only one that you can Not default.
    You may stay in FC . alliance, Party, etc as a default.
    Just type channel ( example : /say) with no message.
