Effects not working in-game

None of my battle effects are working in-game and they are turned on. I even turned them off and turned them back on and I still can't see myself casting any spells.

Another thing is I can't seem to see the Sprites? Or elementals? I can see their name's I just can't see any textures or body for the mobs.

I'm assuming they are both tied into the same problem here as the spirites should have effect(s) for bodies?

I'm playing on Windows 7 if that helps.
