I can't unlock my mount

Bought my Storm Chocobo Insurance for 2000 seals, at the chocobo keep and there is no option to turn it in, I've tried relogging but nothing has worked.. :s

Did ya read the quest,{probably not} you don't turn it in at the GC, goto to the Chocobo Porter....

By the city gate right? He only gives me the option to rent or higher a chocobo porter..

Hrmm, cancel the quest and obtain it again. Thats who you have to go to, maybe a bug you encountered!

after you have obtained the issuance, you have to go to your GC commander (whom i believe is marked by the quest marker prominently), following which he will direct you to the chocobo porter, where you will get the cutscene for getting your own chocobo

You'll receive the "Chocobo whistle" item in your inventory - use it and - voila chocobo will be available under mounts.
