Just conjecture, but...: the Sultansworn were probably formed during the rule of a Sultan (male). Currently Ul'dah appears to be ruled by a female Sultan, a Sultana. Feasibly, they wouldn't change the name of order every [time] a different gender sultan(a) takes the throne.

Must be a female sultan, any goldsmiths recall the leve "In the Sultana's Wake", where the monarch has made chokers fashionable so there's high demand that requires extra hands in the form of adventurers?
