Time keeps resetting on forums - Can't post in website bugs

I do have cookies enabled. Using Google Chrome (latest version i believe). Have Adblock and scriptsafe installed but all of this site allowed on both. But still, once per day, sometimes more, my time zone will act like it's set to JP time zone. Now, when i go to options it still says EST, however, post times will be well off. For example, a few minutes ago before i changed my time zone to something else and back to EST, there was a post made at 8 a.m. this morning (evidently i can see the future?). So i know the option is not correct. Please do not delete this post, as i am currently unable to make posts in the website bugs portion.

Edit: To add to this, it seems to only be the Dev Tracker posts who's times are wrong when this happens, all other pages on the forum display the correct time. And it doesn't always seem to be JP time, it seems to pick a random time to display.

Edit2: Pictures. Here are 2 pictures i took at 7:11 and 7:12 a.m. EST, the time changed on page refresh and stayed at 10:33 a.m. after that. I've also seen 12:33 p.m. Today, and 5:33 p.m. yesterday (This is the time it's supposed to show). new picture taken at 7:16 shows 8:33 p.m. yesterday ><
