Leveling a second class issue

So I got a Paladin at level 50 and today I decided to level up an Arcanist, it was all good till about level 15 when I realised I dont have anymore quests since I did them all with my Paladin :/

So does the game expect me to level a second class without any quests? Will I have to farm Fates all the way to 50 or am I missing something here?

I have a hard time believing you did all quests everywhere.
