The Black Market Appraisers are Goblins who are good at getting around pesky things like Rarity, they buy, counterfeit, and then resell old Equipment that most people would just throw out if its no longer useful as no one would pay gil for these items, most of them smell bad.
A. Using tokens to bribe the Goblin Appraisers you can hand over an equipment item that is Unique and Untradable. They will take their time and Appraise the item for its value to them. If they deem it valueless they will return it and tell you to buzz off, but they don't give the tokens back. If the item is deemed to be usable for their nefarious purposes they will pay you in Tokens. The amount offered will vary based on supply, demand, and many other variables. You can then chose to take the offer or not. They do not feel bad about handing over a few tokens for old equipment they are just going to fix it, repair it, and then stuff it in a bag for....
