Detailed steps on how the issue occurred.
Was completing "Duty, Honor, Country" - killed the masked man and the dragon-went back to my hometown to turn the quest in, opened the royal chamber, went inside, turned the quest in and then clicked on the door to go back outside. Then there's no NPC to talk to - nothing in the adventurers guild and nothing outside the door. I've checked all parts of the town and the regions outside-nothing.
