This. I can tell because when watching a female Miqo'te running or walking, that animation is unchanged from version 1.0. When you see it that way, it looks normal.

So it has nothing to do with lowering the poly count. It's 100% related to how they've posed the skeleton. It should be simple to fix, and it wouldn't make any difference from a memory standpoint.
