Black/blank Launcher window, EULA never pops up after install, nothing..

I purchased 2 copies of Reborn at Walmart, installed one on my computer with no problem, gave the other to my friend. The install went fine for him, but after that, the launcher has become a brick wall to him getting into the game. The launcher update window popped up fine,then the normal launcher window popped up, but it is totally blank, nothing in it. The EULA and account creation never pops up after that like it did with my install. Weve disabled all the firewalls on his computer and antivirus. We even copied my game files over his, to no avail. So what gives?

I've tried looking all over the internet I just mostly see nothing but people having more issues then fixes.
