A vpn stands for Virtual Private Network. You can use those to access the internet as if you were acessing it from somewhere else. (Usually, it's used to acess your network at work (From which you can acess the internet from that point))
you can't really set up a VPN on your own. You'll need a friend with a good connection to set up a VPN for you, then you connect TO it. And you will log in as if you we're wherever he is at.
If all of this sounds like gibberish, i'd recommend against tampering too much with your network settings because you can mess those up pretty quick and have nothing working.

As far as free VPN goes OpenVPN seems to be working for me, other alternatives are Hamachi and what whippet suggested.
Then you have VPNs that cost money such as Hide my ass but I would not really suggest that.
It's not risky to connect from the same location as any other computer you have in your LAN connecting to your router are all considered on the same location.

I have a proxy that I use occasionally on my PC, but try as I might I can't seem to get it to work on my PS3. Probably because of the weird PPPoE authentification my router uses. S-E needs to get on this. It shouldn't be our job to find workarounds to problems created by their servers.

Duty finder seems broken atm 3rd time i enter the ifrit hard with 3 people instead of 8 they are all 90king it seems
