Vitality Materia Melding

Trying to fuse a Lvl 1 and 2 Vitality Materia to a Lvl 30 Steel Celata

When melding - it states that the Item level is too low and will not receive the full benefits of the meld. (+0 Vit for both)

Is there something we are missing here? or have we indeed stumbled upon a bug?

odds are the reason its saying that is that you can not put more vit in the helm there are stat caps on the gear know so some can not have the base increased

So does this mean that the soft stats on the item (Say the +vit or +Def stat on the tiem) still contributes to it not being allowed to add even one Vit materia to it?
