Are CE / Preorder Items only for 1 Character & Server?

Hello

I wanted to mainly play Exodus server, but at this moment I can't even get into the game anymore during the day-time. I was planning to pull out my preorder and CE items after I was able to settle into a server that I can go on without waiting for hours on end. Someone told me all your characters on each server gets items? Is this true? If so, I'm going to play on a JP server during the day and maybe work on a NA server character at night. If not, can someone tell me how these items work? Thanks.

I logged in on a JP server after receiving the items on my NA server's character. I received the items again. It may be a region thing, not a world thing.
