Hunting Logs not unlocking

so i just completed rank 2 in grand company 10/10 and the rank 3 doesnt unlock, same thing happened to a friend of mine with regular logs.

This happened to me also... thought I might have to get to a certain point in the story, but it still hasn't unlocked even at lvl 50. When trying to apply for a promotion, it says I must complete a "trial" and achieve rank 2 in the hunting log, and I have to talk to the commander for the trial, but he doesn't offer anything. Not sure what to do...
