Locked out of 10 or more sidequests in Thanalan

Steps:
1. Began while wandering around Thanalan after completing all sidequests in Silver Bazaar area, specifically near Horizon.
2. There were two quests available. First was the quest that has you set up traps near Horizon. Second was one that has you kill a certain number of the serpent like creatures that are hostile right outside Horizon.
3. After completing those quests, there were no other sidequests available in Horizon, despite there being more for me to do when I participated in the Phase 3 beta. This includes there not being even any quests shown that I was too low level for.
4. Went to Coffin & Coffer, Black Brush, Ul'dah Dispatch Yard looking for quests and found none just like Horizon. Again, despite knowing I have a high enough level for some of the quests.
5. Went back to Ul'dah and found I had completed all quests there, including THM quests up to level 10.
6. Now stuck at level 10 with no quests to do. Please help, as I've paid good money for this game to be locked out of a significant portion of the quests in Thanalan! I know there are at least a dozen quests I did in the beta that I have yet to be able to do now. Thank you in advance!

No, did you not read my post at all? I remember very specific quests in the locations mentioned above that I am not able to access at all. They don't even show up on my map as not high enough level for it. I want to do those quests. And I remember them from the phase 3 beta, so they should be there in the main game. I have talked with other people who have completed those quests and I am not able to.

I found a list of quests online in Thanalan and I will now list some of the quests that I am unable to do because they are not appearing in my game.

Ul'dah:
The Dreamer's Gospel, Level 5
The Dreamer's Dilemma, Level 5
A Call to Arms, Level 5
Sleepless in Eorzea, Level 10
Of Archons and Muses, Level 10
Besmitten and Besmirched, Level 15
An Inconvenient Dodo, Level 15
Quid Pro Quo, Level 15

Just a few that I could find. Unfortunately, there aren't many lists of sidequests that are categorized by zones other than just U'ldah like Central and Western Thanalan so that's all I can find for now.

Many quests are chained, and won't show up unless you completed a specific previous quest.
Make sure you're far enough along on the main storyline, and that there are no lower-level quests you skipped in the previous hub.

I have joined a GC at this point, I think that's far enough along. I need the sidequests so I can level up my second class. Hunting log already filled on that class by now. The only quests that show up on my map is the next THM story quest (which I can't do because I need to level up more first) and some 25ish sidequests that I also can't do because I am not high enough level for.
