Twin Adder rank up bug

Whenever I try to rank up from Chief Serpent Sergeant the Serpent Personnel Officer says I still need to complete the Serpent Commander's quest, which I already finished as well as the Hunting Log 2. He does not allow me to rank up.

I'm experiencing the same thing. I cannot rank up. I have completed the Rank 2 Grand Company hunting log and the quest that the Commander has given me.
