Request for information: ISPs and P2P throttling

Time: About a week ago. Lots of rubber banding with characters running around, and big lag spikes in duties. Very difficult to dodge Titan's junk.

Recently (only as of last week) I have been getting S0/R0 and everything pauses for 5-10 seconds every 30-60 seconds. Also, all of my VOIP clients quality degrades as well as other applications ONLY while I am logged into FFXIV:ARR

My issues are pretty much identical. No real problems prior to the last week or so, now I also get s0/r0 pauses frequently. Sometimes I may go awhile without them, others the game is nearly unplayable.. not to mention trying to do any kind of battle that requires dodging.

- When does the problem occur (always, only during specific times?): Bought the game today, couldn't download the files through the launcher. My modem kept resetting after several minutes, dropping my connection and forcing me to start over. I believe it's the effect of whatever anti-P2P measures they have in place. I was able to download the game after switching to a VPN connection and play it after switching back. I don't have any issues with heavy non P2P usage.

What does the problem occur: sometimes , especially at peak hours. I had no problems with lag at all during beta , nor off peak hours when it launched
Lately going into dungeon Garuda (HM), AK gives me more lag then other dungeons (I actually see people jumping)

What does the problem occur: peak time I just can't play soo much lag I don't have problem from Phase 3 beta and after 9-10.09.2013 I got 90k error,duty finder lag,gethering lag, lag all around me
please fix it!!!!!

I get crazy lags, lag spikes, delays, slow loading of NPC and players all this happens on peak times. i think i have even experienced lag outside of peak times as well.

100/100 line. Never had lag issues like these that started a few days ago.
My recieving is around 6K-9K in game and not just during Peak hours.
