    ISP: Country Cablevision (it's a local rural thing, on speedtest.net it shows up as Education and Research Consortium)

    When I've actually been able to get on (which is rare, but hopefully the upgrades to the servers tonight will fix that), I have had really bad rubber-banding and constant disconnects since yesterday morning. This sometimes happens due to being on not the greatest connection on my end during peak hours at night, but it's been happening all the time since then and not just at night. Everything else I try to do (Netflix, downloads, skype/mumble) works fine. The problems began at the same time as I started having issues even connecting to the Lobby server instead of getting just the 1017/"World is Full" error trying to log in.

    i always thought i was having that problem cause of the servers, but since i read this thread, i did some researching and found that this might actualy be the reason, knowing that my ISP already does P2P throttle.

    After 6PM most days.

    No reference as it has already been reported dozens of times by other users in the thread. I can confirm its happening to multiple players in my guild all using EE and BT internet services. It seems to be their older contracts, as my friend who lives across the road from me on the same ISP is getting no lag whatsoever when playing.

    Created a new character on a Japanese server whilst I was unable to play on my usual EU server and a funny thing happened. No lag whatsoever.

    I assume one of two things happened - either SE got in touch with EE and fixed things between them or they were passing the blame onto ISPs when the issue was with SE.

    I seriously hope it is the former.
