I guess i'll add more info, before the network maintenance everything was working fine in my end (same thing probably applies to other FiOS users also). It's the changes that SE did during network maintenance that caused and started this issue of lag and rubberbanding for FiOS users.
Looking at my trace to Hyperion, the latency skyrockets at Level3 reaching 283708ms @ ORMUCO-COMM.car2.Montreal2.Level3.net.
well all the Level3 latencies are really high..
    ISP: Verizon FiOS 50/25
    Brooklyn, New York
    Always since network maintenance

My traffic starts in Ontario starts heading ENE to Montreal, then boom, thrown back to Kansas 3000km away...

My ISP says they dont throttle, but maybe Cogentco does?
this seems so. this issue is affecting my ISP as well. I am waiting for the lag time. Apparently my ISP admins can reroute our path. I am gonna try that tonight.

    Might as well add mine:
    - Name of ISP: Verizon
    - Country of Residence: USA (Maryland)
    - When does the problem occur: All the time.

Ran a ping test for roughly 10 hours yesterday:

    12 Hour Graph:

    6 Hour Graph:

3 Hour Graph: You can see one of the spikes as it is happening here

    1 Hour Graph:

Obviously there is some interference with what is happening on my own network at busy times, but the general lag spikes on Hop 11 and Hop 12 are consistent and frequent from 100-200+ ms. Everything else is usually under 50ms at any given time (along with Hop 11 and 12 when not spiking).

Wonder when SE will have an update on this matter?

When does the problem occur: During the day at peak hours. Around midnight pass 1am, the mini-skip lag goes away. All this happen right after 2.1 patch.

Dungeons for me are unplayable, it's gotten worse since 2.1, I went from rubberbanding to loosing 3-4 seconds in time, totally frozen, I have a 1 Gbps connection speed, I run at 65 fps constantly. Right now I can't even step foot inside a dungeon, it's gotten so bad. Please fix this. I play other mmos and don't experience a problem like this.
