My exact issue as well. Started two days ago. I upgraded to Quantum to that day but it could just be a coincidence. It was just a speed upgrade no hardware was replaced.This exact issue is happening with me as well. I'm constantly seeing players and NPC monsters freeze in place for an instant and then 'fast forward' to catch up. It's made several high level dungeon runs very frustrating as I will be clearly out of an AoE on my screen but still hit with the damage from the enemy.

Started happening after patch 2.1, never had it before that.
Lags every 10 -30 seconds for 1-4 seconds and then speeds up
I called Verizon and they said there's nothing they can do about it and to contact Square Enix about this issue

Rubberbanding and lags, especially when I in the duty fight. (6 pm- 2 am)

Started after 2.1; never before then.
The lag happens while leveling in the open world every other minute, but the lag is very noticeable throughout whole dungeon runs.
So FIOS is being said here quite a bit. What has to be done here? The spikes are still present. We need a reply to this as this has to be affecting many people.
I was hoping the network maintenance on the NA data centers would help, which it did, but not by much. The frequency of the rubber banding has cut down, but not enough for it to matter much for end game instances. If I can't move out of wipe mechanics in time, it significantly drops chances of success. Exceedingly dissuades any further progress x.x
Is there any kind of update about this?
