Request for information: ISPs and P2P throttling

When does this problem occur: Always and it is frustrating as I enjoy FF XI and XIV, but cannot play them since moving to Australia.

Is it possible to invest in better servers and have their placements more spread before the next expansion? While the 'English-speaking' markets in Australia and New Zealand may not reach more than 5,000 to 10,000 playing this game, the problems arise in other portions of this area where English is not the first language, such as Indonesia, Malaysia, Vietnam, Singapore, Philippines, etc.

The lag is so bad during this time that the game is unplayable. I will probably have to quit until its resolved.


UPDATE: I spent about 45min. on the line with Verizon FIOS tech support running trace routes and they say the tests confirm its not their problem. They further state they do not throttle any traffic, rather its P2P traffic or not.

Admittedly, I don't believe them any further than I could throw their corporate headquarters, but that is what they said in response to my tech support request.

Can't see the point of the reference number since they think "if you can download a random file at 1 or 2mb/s then everything is perfect" and therefore it's hard to convince them crappy upload speed or lag in online services is actually a problem.
