Location: Near Washington, DC
Time: Varies. This seems to be worse when I am in a Duty. However, it will happen during normal play as well. I will start rubber-banding and then receive the 90k error.

- I haven't noticed such issues before but its clear I'm getting throttled in XIV. I'll log in and it'll be fine for a bit (30s~), then my (Sending) will drop to 0~25 and everything will be rubberbanding and laggy from that point on to a point its unplayable (haven't logged in today because the issue is so severe right now). Internet is fine in itself too so long as XIV isn't up.

Time: I usually log in during the evening and most of the time I get lag. Sometimes it's alright and I can still play, but today it's been so bad that I'd get 2 second delays every few seconds and sometimes the delays last for 10 seconds or so. Whenever the lag hits, "sending" and "receiving" drops really low or to 0.
