Request for information: ISPs and P2P throttling

ISP: Verizon Fios
Location: Massachusetts
Time of Occurrence: After 2.1 Often. Evenings until late into the night and randomly on weekends. (dungeons jittery/stuttering)

It seems to be a problem with the level3 hops. But since its a problem beyond the 5th hop, verizon seems unwilling/able to do anything about it, and have adopted a "it will work itself out/its level3/square's problem" stance.

Since its an issue thats been happening (for me) since 2.1 my only guess is that the increases server position check frequency is not jiving with the Level3 switch. This would also seem to explain why im mostly seeing it in dungeons.

Started noticing latency issues a few days back. I'm unable to do anything but crafting/gathering reliably, lol.

ISP: Sky Broadband
Location: Scotland/UK
Time of Occurrence: Started around the 10th Jan. 2014 during 6PM~1AM. However today this problem has persisted passed 3AM.
