Ever since patch 2.1, I get lag spikes in instances where everything freezes for a second or two and then fast-forwards to catch up. How often these lag spikes occur varies a bit, some instances will only have one or two lag spikes the entire duration, but just now Ultima's Bane was completely unplayable. In the overworld I don't notice any similar sorts of lag, but my crafting macros that worked fine before the patch get a constant "unable to use ability at this time" (or whatever the error message is) indicating that there is indeed enough lag to cause my /wait to not be long enough about half the time.
This exact issue is happening with me as well. I'm constantly seeing players and NPC monsters freeze in place for an instant and then 'fast forward' to catch up. It's made several high level dungeon runs very frustrating as I will be clearly out of an AoE on my screen but still hit with the damage from the enemy.
