Request for information: ISPs and P2P throttling

Seems like it's not a problem with our ISPs but theirs or rather the ones in Canada / closer to the servers.

Problem occurs all day
Talked to my ISP and they said they do not throttle anything. I get maximum speeds when I use P2P programs such as BitTorrent, so it shouldn't be throttled.
