Request for information: ISPs and P2P throttling

- When does the problem occur (always, only during specific times?) - Ever since launch ive been having issues.
Before tonight i would get a lag spike every 20 min or so for about 30 sec all hours of the day.
The game is unplayable tonight, never seen this much lag before. Players teleporting around everywhere, unable to heal dungeon or fates. Every 5 sec im getting 5 sec lag spikes. Normal internet connection is fine, able to stream netflix/twitch with zero lag. Speed test shows 30Mbp/s which is normal for me.

Time: Fine this morning but around 12pm or so my sending plummeted while receiving skyrockets over 10k in some cases.. not sure exactly what that means, kinda funny to see everyone teleporting across the screen though lol.. they're all so fast now :O

Problem: Connection error 90000

Time: Happens everyday, and every time when I log in to play. I would get it connection error 90000 between 5 - 15 mins duration. I've never had this problem before on any other games, including FFXI..

- Didn't need a reference # because the problem only happens in FFXIV.
