When does the problem occur: Always, 0.5-10sec lag spikes fairly consistently. There are 3 other ppl in my FC that also have this same issue and have TWC as their ISP.

90000 error every 1-2 minutes - 5 minutes of "your character is already signed in" before I can get back on.
Can stay on for longer with a VPN - sometimes 5 minutes, sometimes an hour. Rarely longer.
Called Cablevision today, reported the problem, and they replied "We don't throttle anything." Real helpful.

When does the problem occur: Everywhere and at all times (though I primarily play at night) Error 90000 anywhere from every 5 minutes to every 3 hours and all things inbetween. Constant lag spikes almost always resulting in said disconnect, but sometimes it will be error 90000 instantly with no discernible increase in latency prior.

There's noticeable lag when I'm soloing, but it's crippling in Duty Finders, especially during dungeons.

When does it occur: Evening (roughly between 6pm-Midnight CST).
So far over the past two nights, I have experienced:
1) menu delay (such as opening the Journal)
2) NPC loading delay (noticed this more the second night, would take up to 30 secs to load NPCs for quest turnin)
3) sound crackle/stutter (would pause randomly)
4) graphical delay with combat spells
Update: So, I contacted the network department and they had me sign some Gamer Agreement that would allow me to use P2P protocols for gaming. But, I'm still getting the same issues as before.

When does it occur: all the time, but most pronounced during peak hours
I get routine, almost constant .5 - 1 second lag spikes, especially in crowded areas. Ping test reveals 2-4% packet loss to the server address (199.91.189.44), and PathPing shows this packet loss at end of the connection route.
These delays cause very frequent "stuttering" in terms of the movement of NPCs/players, and delays in casting spells, speaking to NPCs, and mechanics being shown on the screen (red zones). All of this contributes to a less than ideal and somewhat frustrating gameplay.
