It started 9/4. Once or twice a minute I'll get 4-5 seconds of lag where other players/NPCs stop moving (but I can still move), then everything 'rubber bands' back into place super fast.

Late night/early morning = no difference. Happens everywhere - cities, fields... even tested in an inn room, had my retainer rubber band across the room.
