    I am on Shentel in Rustburg, VA and having this issue. It's fine when I tether my smartphone, but my home internet does this on both PC and PS3. It also works perfectly fine if I connect to Japanese servers. It's only the US servers on Shentel that have the issue.

    - Name of ISP - Shentel
    - Country of Residence - USA
    - When does the problem occur (always, only during specific times?) Always
