Request for information: ISPs and P2P throttling

Name of ISP: Orange/EE
- Country: UK
- When: bang on 18:00~19:00 until 00:00~01:00
All other hours seem lagless.
You can see via some quotes below that Orange is clearly throttling FFXIV and this must be sorted.

EDIT: this lag has not returned since the patch! haven't felt the lag and have been able to play at all hours!! Thank you SE if this was your doing!!!

- After 6pm GMT onwards till about 11 or 12pm GMT and this happens every night, I play many hours during the daytime no problem at all but as soon as it hits 6pm I get a massive noticeable lag and not being able to click on npc's and being stuck in menus for up to 5mins at times.

7pm till about 1am - you can set your watch by it! - The World is Hyperion if that makes any sort of difference.
my ISP are useless - all they advise is call their call centre who tell you to reset the router.
