Request for information: ISPs and P2P throttling

Frequency of issue = Whenever there seems to be allot of people on the server at one time. It seems if there isn't many people around or on, the issue doesn't appear, however of late the game is becoming unplayable because it seems to be always happening now.

It started after launch, and happens between the times of 6pm to 11pm.

When does the problem occur: It occurs more often than not since the beta, but it comes and goes. Maybe more during peak times, but I'm not sure.
