I think the best course of action is to identify the OFFENDING ISPS, and give them one last chance. SE Should send a letter and an email to corporate offices, explaining what they're doing and offer them a chance to desist. Then;

If they do not comply and unthrottle the connection, run a detection on the SE launcher, flashing a warning that "game performance may be compromised due to your ISP's policies. Here is a list of alternative ISPs in your region which recognize our service as a game and are less likely to cause undesirable play experiences."

Watch the CEO's literally LEAP OUT OF THEIR SEATS and fire the idiot who decided to throttle the game and do nothing.

- When does the problem occur: When the servers seem to be under heavy load, though even during off peak there are spikes.
Started to become very bad after your last maintenance.

The other delay issues have been there since beta, yet not addressed unlike claimed.

No ref #, but they are not P2P throttling at this time.

I've been mostly fine the last few weeks, and since yesterday my roomy and I have been having issues. At first, we thought maybe it was something with the instances were lagging, or our Router was causing an issue. We port forwarded, reset our connection, ect, but we don't seem to be getting the lag together/close together, and it's just making it impossible to do content together.
