When does the problem occur: This problem has been prominent in the instances; the lag spikes are making the harder primal battles unplayable.

Having no other network issues, but getting serious lag-spikes throughout the day in FFXIV, especially when using duty finder. 3-7 second lag spikes every 15-30 seconds makes tanking dungeons very difficult and needlessly stressful. Just tanked Dzaemel Darkhold, and having to basically keep strafing back and forth trying to guess where Desolate is going to be targeted during a lag spike to avoid a OHKO is pretty ridiculous.
This seriously needs to be addressed, SE.

Ref#: Pretty obvious it has nothing to do with my ISP, not wasting their/my time.
Same problem as EVERYONE else. Duty Finder/FATEs are the worst, but this is happening in solo quest duties or just when moving around zone. Everything in the game (other than my character) stops and after 3-5 seconds, warps around to catch back up.
664 players have a problem and, for the sake of player relations, having a little more info other than "investigating the issue" would go a long way. I don't think this is an unreasonable request, especially considering how much information in this and outside this post players have been feeding you.
UPDATE** Played last night at unsociable hours (around 1am) and although bytes received was between 2000-7000, I did not d/c once in around 1 hour during solo play, as soon as I entered TamTara via Duty Finder I got the dreaded error 9000, I was able to log back in straight away but after 5 minutes again I d/c'd during the dungeon. I then got error 3102 and was unable to log in for ~10mins.- Name of ISP: Demon

After error 9000, my internet connection drops out every time. Had it connected via wireless access point and LAN - no difference in d/c's.
This morning I logged in at 8am GMT and after 5 mins of solo play I got the error 9000, followed by 3102 and was unable to log back in again for ~10mins.
Really would love some kind of update to this issue...?

I don't know if my problem is about throttling, most likely is.
At completely random times, mainly every 20-45 minutes i can't interact with the game world. The chat works just fine, i see players moving around as usual but my skills stop working. Can't mount, i can fire up a skill and it doesn't do anything. Mobs won't attack me, other players see me standing still.
No errors, nothing. It's like the server completely desynchs with my character. Not only that, it screws up my desktop clock by winding it back by X minutes every time it happens.
This started happening around a week ago (31.8-9.1) after an emergency maintenance. I can only relog when this happens.
Edit: Tracert shows nothing, seems the connection is working just fine. No latency issues whatsoever. The server/port whatever i'm connecting to just seems to derp every now and then.

I didn't have any lag on Saturday. It was just perfect. Not sure how it could have happened, maybe I got assigned a different server?
KPN as well I assume?
I requested them to re-classify the Ormuco ip ranges to "gaming" on Twitter. "Ik zal je verzoek doorzetten. Ik kan niets beloven maar ik zorg ervoor dat er naar gekeken wordt." was what he said.
Have had some small spikes yesterday though nothing problematic or highly annoying. Can't say whether SE fixed something or whether KPN stepped up either.
