Request for information: ISPs and P2P throttling

Always, Error 90000, 10102, 2002, 1017 (Able to play for 1 or 2 minutes and get 90000 EVERY time.

No reference number, they wanted me to pay 49.95 for a ONE TIME fix!

ISP lvl 2 "signature tech" says to me "your in the right place sir, we can have this problem fixed for you tonight" .. for 49.95

Question is... was that protocol to say? of course it is but would it of fixed my problem?

When does the problem occur: Since about September 2nd. Lag spikes lasting 10-12 seconds during fights and dungeons regardless of the number of players in the vicinity.

Occurrence: 12AM CTR - 4AM CTR (about 4AM, some times it ends before that, some times a little while after)

High Ping, error 9000, kills my internet completely for a good minute. If I'm not on FFXIV, this doesn't occur.

When this problem occurs: All hours of the day, started after last major maintenance. Can play for about 10-20 minutes with major lag spikes before getting dc'd with error 90000.
