Request for information: ISPs and P2P throttling

Occurence: All the time since the 2nd. Mostly in Duty Finder though, keep having constant delays of about 3-6 seconds. Could be congestion but I've had very little problems with lag and not this often in the 10 years I've been playing online, and beta/OB/EA was fine too.

- Called shentel about the problem and they reset my router on their end with no real effect. The tech support ticket was 285864

Also I have started using a uk proxy server and have had no DC's no 90000 error so its not my ISP, its something to do with me being in Japan and connecting to a NA/EU server it must be clientside.
